production by 90% is not the design of new buildings,</FONT></P>

existing stock.</FONT></P>
<P align=left><FONT face=Arial color=#0000ff size=2>Can existing buildings, both
commercial and residential, be modified to deliver at</FONT></P>
<P align=left><FONT face=Arial color=#0000ff size=2>least 90% reductions in
carbon emissions, and can this be done for less than the cost</FONT></P>
<P align=left><FONT face=Arial color=#0000ff size=2>of demolition and
rebuilding? What techniques are likely to be the most effective, to</FONT></P>
<P align=left><FONT face=Arial color=#0000ff size=2>offer the lowest cost and
the greatest reliability, while being the least disruptive to</FONT></P>

comprise half of the total building stock of 2030. While we</FONT></P>
