The NCM templates are ones created for the UK SBEM test proceedure.<br>
<br>
Unfortunately the UK governments Department for Communities and Local
Government responsible for them has not yet released the publication
that describes the proceedures themselves, only the software
manufacturers have this and they are unable to release the details.
Yet we have to work blindly to them.<br>
<br>
Essentially the methodology we have used in the uk is based on a dutch
methodology.<br>

It has been developed by the BRE and so should be fairly reasonable for
