5.3 is the reference in Section 11.4.2 (a) that determines the minimum U-factors
for the budget building - the prescriptive path for building envelopes although
not explicitly stated as such<SPAN class=027190013-16082005> in chapter
11</SPAN>.</FONT></SPAN></DIV>
