District steam is not always waste energy from a power plant. In
the case that district steam is just for heating and cooling, then the
ASHRAE 90.1 states correctly that the heating and/or cooling should be
modelled as purchased using the applicable rate. For situations
were the building uses steam that can't be used by the power plant I
would suggest that the proposed would only get credit if the overall
steam efficiency (work out/ fuel in) is greater than 75% AFUE. This
is the budget building perscriptive requirement for steam boilers.
LEED should not give credit for using a convenient heat/cool source if
that source is inefficient overall.<br><br>
