[Bldg-sim] LEED v4 (2024) MEPC spreadsheet

Thanks Chris for putting great efforts to compile the issues in a video. I
too am facing the similar issue with the sheet since last week and your
email came at just the right time.

Some tabs are automatically getting locked and I am unable to Edit it.
