I would say yes. His most famous image that comes to mind is of him sitting in a sweater at the White House to signal the need for conserving energy. A lot of Americans didn’t like that look, but it made a lasting impression. He was the first US President to make people aware of energy issues.  Also installed solar water-heating panels on the White House. One of my favorite Presidents for his common sense and decency.

As a Brit, I'm curious. Would members of this list say that he leaves some legacy regarding energy?
I gather that he established the DOE (and depth of education).
