[Bldg-sim] Proposed model fan power question

Christopher,
It seems to me that the Proposed system fan power, and whether filter pressure drop is partially or fully included, is a design decision.

I always use that the flow and pressure values shown on the fan equipment schedules, assuming the design engineer has specified performance to include whatever is deemed appropriate.

When determining the proposed model fan power should we use clean filter pressure drops or partially loaded filter pressure drops? It isn’t entirely clear when looking at the Baseline pressure drop credits – two of the filter credits specify clean filter pressure drop and two ignore the topic. Table 6.5.3.1.1B 90.1-2010.
