[Bldg-sim] Data Wrangling of raw ASCII data to CSV

The ISD is in a standard DSI-3505 format that is documented online, but it's not for the 
timid.  It consists of a 105 column mandatory fixed-field section, followed by a optional 
free-field format using one or two-letter codes to designate the contents of the following 
fields.

You "suspect" that the data has no radiation data ?  Solar radiation has never been part 
of the standard meteorological parameters recorded  by weather stations.  The solar 
radiation on >99% of all the weather files floating around have been calculated either 
from models or remote-sensing data.
