[Bldg-sim] When a 2016 weather file crashes your computer program, don't automatically blame the weather file!

Murray,

Thanks for the clarification.  In your honor, I will send you the file for 
CA_LOS-ANGELES-DOWNTOWN-USC_722874_16.zip via separate e-mail so that it doesn't clog up 
the airwaves.  Does CC just give that warning, or have you modified the program to include 
the 29th day ?
