[Bldg-sim] Building Simulation Stackexchange Proposal made it to the Commitment Phase!

Thanks to all who have supported the Building Simulation Stackexchange.com
proposal! Last night we finally made it past the 'Definition' phase and are
now on step #2: the Commitment Phase.

The Commitment Phase simply requires you click the 'Commit' button to show
that you support the proposal to reach the next and final phases - the
Private and Public Betas. Do leave a comment in the commitment step to
encourage others.
