[Bldg-sim] HVAC Multi-stage Heating/Cooling?

Hi all,

Is it possible to simulate the multi-stage heating/cooling of HVAC system? I
tried a simple experiment in a cold winter day to compare two cases: 1)
always on with a fixed setpoint; 2) the same as 1, but the HVAC is off for
one minute and then restarts.The results show that case 2 consumes less
energy than case 1. However, with multi-stage efficiencies, case 2 should
comes more energy than case 1 due to the use of emergency heat.

I'd appreciate it very much if you could shed some light on this issue.
