I don't believe EE4's IPLV input does anything other than generate a warning message if you don't meet minimum efficiency. Also there is no corresponding DOE input for IPLV. To take advantage of better part load performance you'll have to edit the EIR-FPLR (electric input ratio as a function of the part load ratio) curve fit in DOE. See appendix A of the EE4 modelling guide for the EE4/DOE default curves.

Is there a way to take credit for using a VFD compressor on a chiller in EE4?
EE4 lets you define the chiller type, efficiency (COP), IPLV and capacity.
My VFD chiller has roughly the same COP at peak operation as my non-VFD chiller; however, the IPLV is much better because the performance at part load is more efficient. However, varying the IPLV of the chiller in EE4 does not appear to have any impact on the results whatsoever. Varying the COP affects things; however, varying the IPLV does not.
