[Bldg-sim] Enthalpy Modeling-EEMs

Greetings-
I was running an EEM to add enthalpy economizing.  An input required is Outside Air Multiplier.  

If I enter the equivalent of 100% of design air flow, air flow is held constant at 100% during heating mode, driving up heating use.

Could someone explain how eQuest handles this input?
