[Bldg-sim] Troubleshoot T-24 non-compliance in eQUEST

If eQUEST shows a model doesn't comply w/Title 24, is there an eQUEST report to tell me why it didn't comply (or should I look on the Title 24 report)?  For my model, the compliance margin is fine so I'm guessing it must be some other mandatory measure.  
 
I tried a run changing the 2 constructions in the Exceptional Conditions section to be constructions from T24's App IV, and although this error no longer appeared on the report, the building still did not comply.  The model also had some problems meeting the loads so I made those spaces unconditioned and uninhabited.  It then had no problems with loads, but still failed.
