[Bldg-sim] Exterior lighting - ASHRAE-90.1-2004

Folks:
 
A hopeful simple question.
 
Page 63 of ASHRAE 90.1-2004 shows lighting power densities for Building
Exteriors. It is all stated in watt/square foot.
 
Watts per square foot of WHAT? Building sf ??  Parking Lot acreage?
 
It would seem that building w/sf would be unfair, as an expansive
parking lot (such as in Las Vegas casinos) would be unfairly penalized?
