Chris,
If you go for the Tenant Guideline credit in LEED CS and you include occupancy sensors, daylight sensors, and/or W/sf for lighting fixtures in the Tenant Guidelines you can achieve the lighting efficiency savings for EAc1. We have done this for a project in the past and it has been accepted by the USGBC.

Subject: [BLDG-SIM] LEED C&S Lighting load
The LEED C&S indicates that the lighting in the proposed and baseline cases should be the same. What if the basebuilding lighting is already higher than the baseline value? Even with a credit for occupancy sensors the average lighting load in the proposed design is higher than the ASHRAE 90.1-2004 values. Should I model the lighting the same or as shown on the drawings?
