[Bldg-rate] LEED-EB O&M EAc1 for College/University Bldg

I would appreciate any insight or guesses as to how College/University departmental buildings with a mixture of faculty offices and classroom spaces should be treated in EAc1 for LEED-EB O&M.

It seems these could not obtain the Energy Star rating required for Option A and would be forced to the Option B & C calculation workbook.  However that workbook does not include a College/University category like Portfolio Manager does. Why is that?  Does this suggest using "All Other - not classified"?

I know the CIR option is available for registered projects but of course evaluating the prerequisites is best done before registering.
