[Bldg-rate] Weather Data Files

On the Single Simulation tab (the default when EP-Launch is opened), the
second section is Weather File.  Click on the Browse button to go to the
directory where you have weather data and select the weather file.  By
default, 
This is C:\EnergyPlusV3-1-0\WeatherData  (for the current, V 3.1).
