William,
While I do not know the "correct" way to reduce throttling hours, one thing I typically do is to vary the temperatures under 'Cooling Control and Reset' under the Cooling then Coil Cap-Control tab of an air-side system. I've always attached a document a coworker sent me from Trane that might be of help although I have not tried these strategies yet. (See attached)
I would also greatly appreciate any input from others on how to reduce throttling hours as this is a problem I often encounter as well.
