It may, and that was similar to the path I was headed down. I'm just not familier enough with the ins and outs of Equest to know what else that would effect down the line.

This may be a silly question, but if you chose a Packaged VAV with hot water reheat, then set the minimum flow rate faction to 1.0, would you not have the system you seek?
