John,
Are you sure that there is more money than "bodies"?
I would be MORE than happy to help them spend a chunk of their excess
funds (which I assume still come from us taxpayers) and fix some of the
obvious weaknesses in the software.

My understanding is that each state has their own "add on" to 90.1 for
their Code Compliance. So I do see the eQuest sorcerors developing just
a Rule Set for LEED.
But maybe others have opinions..
Remember, we are talking about development resources (read: bodies) that
are strtched very thin. Money is plentiful (as i understand), manpower
is not.
