See if the country has a weather service, here is one source:

Meteonorm is a good program but should be used with caution. If there is
no local weather station for the city/site you are investigating the
program interpolates weather information from other stations that are
close by. Depending on the proximity of other weather stations, the
software can provide accurate enough data to use in simulation, in some
cases it provides data that is inaccurate.
