[Equest-users] Min design air flow

[Brahme, Rohini UTRC]

The design flow is calculated using 20 F, so you could leave the Min
design flow box empty if that is allowed. App g asks for 40% setting on
the min flow - not sure if this number is same in the ECB method.

For baseline building model what should be the minimum design airflow &
VAV minimum flows for core and perimeter as per 90.1-2004 STD to be put
in the following screen.
