[BLDG-SIM] 90.1 Appendix G and Dedicated Outside Air Units

I was looking for some help on interpreting how a baseline 90.1 Appendix
G building should be modeled if the proposed building uses a dedicated
outside air unit.
 
My interpretation is that the baseline building should be modeled
without the 100% outside air unit (and per Table G3.1.1B), but in this
case could you add preheat coils to the baseline simulation main air
handling units, if not in the proposed? 

G3.1.2.3 Preheat Coils. If the HVAC system in the proposed

design has a preheat coil and a preheat coil can be modeled

in the baseline system, the baseline system shall be

modeled with a preheat coil controlled in the same manner as

the proposed design.
