Your temperature control drawings/specs may have some information on
those values.
If you've relaxed the defaults you should verify in the SS-O reports
that your temperatures are staying in a reasonable range.
Although changing the throttling range may have reduced the unmet hours
in the simulation there may have been some other causes for the unmet
hours in the zone. (Airflows or zone heating capacities that could be
adjusted?)

I noticed when I ramp up the thermostat throttling range, the number of
unmet hours goes down for the whole building. Is there a standard or
requirement for this number when modeling for LEED?
