First, thank you for the information!

I think, James F. Dolan was looking for kBtu/sf/yr (annual energy
consumption). 
We have got information at
http://www.eia.doe.gov/emeu/cbecs/public_use.html, ( 1999 Commercial
Buildings Energy Consumption Survey: Consumption and Expenditures
Tables).
Also, we are studying offices consumption in Spain.

Now, we would like use the "climate zone : 45-year average, Table C1.
Total Consumption by Major Fuel, 1999", with Spain cities heating degree
day. But in Spain we use heating degree day base 15ºC (Gd 15/15). We
have values using this base.

Do you have the values of "Climate zone. TableC1. Total Consumption by
Major Fuel, 1999", calculated with base 15ºC (Gd 15/15)?
Could we get this information?
